The OER Starter Kit by A. Elder has now been added to openNCCC. Apparently there was some sort of hang up with the administrator (Liz Simpson) receiving the notification to add it and so it sat in a "pending" state for a few weeks.
At any rate, she said she checks on those types of requests at least twice a week, but for some reason my request didn't make it through to her, so she is going to work on figuring that out. If we run into this again, she said to use the "Support" button that appears on the right of each page while logged in to openNCCC. Those emails go directly to her.
I have added this resource to our group. Not sure really what we might want to do with it as this was basically an experiment to see how to add things to openNCCC.
Feedback on Resource Request Form
I told Liz that when completing the form to add the resource, all of the questions were assuming that the resources added would be used by students. There were no options for adding things that might be used as professional development for faculty, librarians, etc. She said they hadn't considered that perspective and would look to see what they could do to address that concern. This would make a difference in stats, tags, etc., so I felt like it was a valid concern.

Good catch. Thanks for following up with Liz abut that, and asking her about adding things in that might not directly be for students.
